Octave and noVNC updates

• Octave updated to version 4.2.1
• noVNC updated to v0.6.2
  • noVNC in a directory specifying its version
• phusion/baseimage updated to 0.9.22
• symbolic link assures that noVNC serves the vnc_auto.html page
