Allow admin subnet to create nested subnets (#3058)

First step to address #3058

I give permission for user with rw privilege on section and rwa on subnet to create nested ones.
Maybe, we should also give them the opportunity to manage or read the permission on the subnet and nested ones ?

It would be great to be able to create nested subnets for users who have rwa permissions only on specific subnets, for example admins in some remote locations. It's not always a good idea to give them admin permissions on everything.
