In class Addresses, Subnets, Log property mail_changelog renamed to send_changelog because now it`s mean telegram and mail notify.

Add send notifications and changelog to telegram.
First need to create bot. Go to @BotFather and select create new bot. And ApiToken put in phpIPAM settings form field.
Then need in user profile set up your Telegram Id. For example @userinfobot can tell you. And enabled notifications for Telegram in user profile.
