Adding stale bot for issues

Although we have low dev resources and our progress with the issues after #1066 we have some issues with the tags Will be closed soon! or Feedback Requested. Revisiting these issues manually is tedious and might easily be forgotten. Thus I suggest enabling the stale bot just for these cases. This might close some of the issues but does not put much pressure on any contributor. I excluded PRs explicitly, therefore.

Prerequirements to be done by maintainers:

• There needs to be an additional label stale for issues.
• The stale bot must be installed from the marketplace.

I can add the label, but I cannot add the bot to the orga.

Need some input from @Drachenkaetzchen if she wants this feature and if she can enable the bot for it :)

OK, we will wait for her acknowledgment. Before merging I suggest, we rebase to the latest master branch at that time to simplify the branch history ;). I will do this if you give me a small hint here.
