Specify timezone explicitly for timezone format #230

A timezone must be passed explicity when building a moment object in order to use the z timezone formatting option to display timezones as EST/CST... format.

This is according to https://momentjs.com/docs/#/displaying/format/ and the discussions in moment/moment#162.
