How Has This Been Tested?

unit tests and E2E tests pass.

$ ./bin/oc-mirror --v2 -h  | grep strict
2024/04/26 16:55:37  [WARN]   : ⚠️  --v2 flag identified, flow redirected to the oc-mirror v2 version. This is Tech Preview, it is still under development and it is not production ready.
      --strict-archive         If set (default is false), generates archives that are strictly less than archiveSize (set in the imageSetConfig). Mirroring will exit in error if a file being archived exceed archiveSize(GB).
