I think the governance should not qualify repo's with the word "code". If it were decided to use this qualifier than it needs to be defined (eg 'infrastructure as code', 'configuration as code') and we need to define what gets done with non-code repo's (eg defining interfaces or reference architectures).

This should get discussed at PGB
