python or python3 are required when executed command RUN yarn build.

Description

Dependency missing,it reports something like Error: not found: python when I try to buid it with Docker in my pc.

Motivation and Context

No issue.

How Has This Been Tested?

Just add a required dependecy and it work with my x64 pc which is run on Windows10.
I can't remember more detail about my pc.
