[BUG] Sound is disabled when music playback is anything but Portmidi #918

Describe the bug
In sound settings, when selecting music playback - "sdl_mixer" and "no music" also disables the SFX of Odamex. Music continues to play just fine.

Build that the bug occurred in
10.4.0 stable

Ok, I looked into this more. It seems as though sound gets softer when SDL Mixer is the chosen music system backend. If you THEN go to No Music, it keeps the softer sound volume. However, if you go from Portmidi to No Music, then the sound volume is correct. No Music seems to retain whatever the change is from the prior music backend selected.

I'm not sure why the sound volume is changing when the music system backend is changed. Maybe @ceski-1 can give it a look if they see this and get an opportunity. Thanks for reporting.

@rakohus Which OS are you using? I can't reproduce it on Windows 10 or macOS 13. Also, does this happen with prior releases? I tried 10.2.0 through 10.4.0, and they were all fine for me.

I will second that I also recently was forced to move from win10 to win11, so maybe a connection?

@ceski-1 I'm on Windows 10 so I don't think it's a Win 10 vs 11 issue. I'll check into prior releases and return with my findings. I can reliably reproduce it though.
