feat(core): restore with solution file when using restore generator

The restore generator can take a long time for a lot of projects, but can be very fast if restoring the same projects with a solution. It must use a cache or something.
So this will make a best effort to restore from the solution file, and then catch up any projects missing from the solution so there is no functionality loss.

I have defaulted it to true, because it should safely fall back if the solution file is not available.
