Technical Interchange Meetings

The Technical Interchange Meetings are an opportunity for the Node-RED development community to come together and discuss the project.
Each meeting will:
- be open to everyone
- have an agenda that is built-up in the week prior to the meeting - via mailing list and #dev on slack
- have a moderator to keep the meeting on track - this should be a responsibility that rotates amongst the attendees
- be recorded and minuted so that the wider community can see what discussions were had
- be held every two weeks, unless otherwise agreed.
