NDEV-18561: Incorrect Remediation Diff

Description

Fixed the remediation diff contains ordering changes in remediate-disallow-capabilities-strict.yaml.
Used patchesJson6902 instead of patchStrategicMerge.

Tested it on a test-resource.yaml and got the required result.
