Python script to create n number of desired resources

Proposed changes

Adds a python test file that will create n number of resources.
This is useful in scenarios where we want to test a feature that interacts with many different k8s resources (e.g. Telemetry Collection)

By default this script will create 65 of each resource.
Each resource will also be in their own namespace.

Each Namespace will be numbered as ns-1, ns-2, ... ns-65

To create resources:

pytest -v -s -m create

To remove resources:

pytest -v -s -m delete

• Make number of created resources configurable
