This PR updates urllib3 from 1.23 to 1.24.

requests 2.19.1 doesn't like urllib3 1.24 unfortunately

psf/requests#4830 says they'll be a new release of requests in a week. We could pin urllib in the meantime... or just leave this pr open for a week.
