J2 wormhole relayer update

Description

Wormhole's relayer engine project has matured a bit since the documentation has been written, as I found out late last week. Most of the content is the same, but I've archived my previous repository and replaced it with a new one that uses the relayer engine as a package instead of copying it in its entirety.

After Translation Requirements

• Will need to create PR in moonbeam-docs repo to remove images
• Will need to create PR in moonbeam-docs repo to remove variables
• Will need to create PR in moonbeam-mkdocs repo to add redirects for Chinese site
• No additional PRs are required after the translations are done
