Add function to aggregate dataset metadata from multiple sources

For D4D extraction, it's likely we will need to integrate data from multiple sources.
These could be provided manually if they're already known (like GH repo + official docs + some extra text)
or could be searched for in some proscribed manner.
Either way, they'll need to be combined once the extractions are all complete.
