Removes [loader-utils](https://github.com/webpack/loader-utils). It's no longer used after updating ancestor dependencies [loader-utils](https://github.com/webpack/loader-utils), [next](https://github.com/vercel/next.js) and [next-seo](https://github.com/garmeeh/next-seo). These dependencies need to be updated together.
