PR view always expands and fetches "All Open"

• Start Padawan Task
• Open PR View, expand **Copilot on My Behalf", collapse All Open
• Switch to File Explorer
• After getting notification for the Padawan Task (1 badge on activity bar), navigate to the PR view
• All Open section is auto expanded
  • I saw the new Padawan Task in the All Open list
  • 🐛 Copilot on My Behalf still doesn't have the new Padawan task

We remember which ones you have expanded, and keep them expanded for that workspace. The one exception is if you have none expanded, we expand "all open". I can remove that.
