Release 1.3 of OpenVPN with post-quantum cryptography from the Open Quantum Safe fork of OpenSSL.
This release integrates liboqs 0.3.0 and OQS-OpenSSL 1.1.1-stable snapshot 2020-07.
In addition to bringing in the latest updates to all of the NIST Round 2 submissions, this release also uses TLS 1.3 for security on the OpenVPN control channel with the proposed extensions for hybrid post-quantum key exchange.
