DEV-2264 Report whether all test cases have passed

Optionally report whether all test cases have passed on CI/CD integrations

Maybe through settings on the project (in the webapp) or as a query parameter in the API request, define whether test runs should be blocking.

This task includes:

• Deciding on the implementation of blocking test runs
• Implementing the ability to define blocking or not (above)
• Implementation respect of the blocking setting . Digging into the GitHub actions API to send results to an open webhook endpoint (when relevant)
