Add documentation for build_packages_from_branch jenkins job

Description of work

Added section to the Packaging doc about use of the build_packages_from_branch Jenkins job.

Fixes #35829

To test:

• Build dev-docs-html
• Read new section and check for grammar, spelling, bad links.
• Give any opinions about the content / structure
