Merge mantid and python logging

Combine the mantid and livereduce logs together in the file. The console is still only mantid logs.

This was made from #4 and #5.

Version 1.6

This version moves to python3 and support only mantid v5.0 and greater.

Version 1.5

There was an issue with an external process "modifying" the processing and post-processing scripts which was forcing the system to start over. This now verifies that the contents have changed using md5 sums.
