We have this logic in
record-contract-viewfor the new views table that counts all views in one minute as being just one view. This makes sense for logged-in users to avoid spamming the count if they refresh and so on. But for logged-out users, we have no reason to believe the views are the same person, so it makes no sense. Let's count each view for them.
