Cleaning up unused projects and files #176

  • Removing dotnet measure eval service, since it's replaced by the java measure eval service
  • Removing unused root pipelines
    • azure-nuget-package-source.yaml was for when we were using nuget to store the Shared project, which we no longer are
    • azure-pipelines.account.cd.yaml this is already in the Azure_Pipelines directory and that is what the Azure Pipeline is based on - this is a duplicate
    • azure-pipelines-link-botw2.yml this is an old file with pattens that no longer work
  • Removing docker-compose-kafka-and-ui since these services are already in the main docker-compose file
