remove "are intended to"--I assume they actually do govern that ability. :)

Looks good. A couple of minor comments.

However, since this feature isn't live until release 1.4, can you please retarget this PR to the release-1.4 branch?

Fixes linkerd2#6561

This adds some extra instructions on how to manually generate a secret
with the issuer credentials when not using cert-manager.

I'll address the markdown check issues in a different PR
