Windows download link should be provided with zip file. Most of the organization restrict exe download.

This issue is currently awaiting triage.

My tip: organizations that want to restrict downloads can build and provide a package (eg MSI) for installing Kubernetes onto nodes.

If any volunteers want to help with providing MSI or other formats, that help is welcome; if there aren't any volunteers, it probably won't happen.
