Kubeflow 1.9.0-rc.0

First RC of the KF 1.9 release 🎉

The release includes the following manifests and security changes:

• Kubernetes 1.27 - 1.29 support
• Kustomize 5.2.1+ support
• Oauth2-proxy replaces oidc-authservice
• Networkpolicies
• TODO: update to Dex 2.39.1, cert-manager 1.14.5 , knative 1.12.4 , istio 1.21/22, bentoml 1.2.28 and 1.1.21, ray, seldon

We also updated the following components:

• Kubeflow Pipelines 2.2.0, which includes Argo Workflows and Tekton integration
• Katib v0.17.0-rc.0
• Training Operator v1.8.0-rc.0
• KServe 0.12.1
• TODO Notebooks and platform components
• New component: Model Registry

Kubeflow v1.8.1

This is the official release of Kubeflow 1.8.1. It supports Kubernetes 1.27 which provides a clear migration path to Kubeflow 1.9.
