This merge request introduces some new parameters to the network configuration for handling the upcoming Shanghai upgrade like
shanghaiTime. Additionally, It ensures the proper propagation of other properties likemergeFor,terminalTotalDifficulty,mixHash,extraDataandparentHashthat are needed when running a local private testnet.
