Reimplementation of Unfiltered-directives using http4s.
Attempt to keep both http4s 0.18 and 0.17 in api parity. There will of course be some differences, as 0.18 has diverged quite a bit from 0.17.
The upgrade cost should be tried to be as low as possible.
