This is an attempt to address issue #1383.
This works by setting up a cron job for both the
deployandCIworkflows that runs on Jan 1st @ 12:00 AM every year.I changed
footer_custom.htmlto include the templated year and slightly changedfooter_contentin_config.ymlto pair with the custom footer.Closes #1383.
