Interface for a generic filter.
Example usage:

import static tech.tablesaw.ioFilter.columnFilter;

Table newNorms = table.where(Selection.with(columnFilter(colNormCode, (code) -> Long.parseLong(code.substring(2)) > maxCodeTobe)));
