Nginx Container without PHP
Uses ipunktbs/nginx:1.12.2 which does not include php 7 and its related functions.
Adds php-commands to replace migrate,db:seed,startscript and initscript
compatible with ipunkt/rancherize-php72 to add php 7.2 to the available versions.
Does not yet have a way to enable xdebug in php. Probably going to return before the final release using docker-compose build instead of a dedicated image.
