quick hack to start the dashboard on Ionide startup if otel is requested #1988

The idea is

if the FSharp.opentelemetry.enabled key is set, and
if docker is available on the host, then
we will start the aspire dashboard, which should be preconfigured so that a standard OTel-producing application like FSAC can push to it

TODOs:

shut down dashboard on close/don't spawn new dashboard if one already exists
figure out why FSAC isn't sending traces to this yet


          quick hack to start the dashboard on Ionide startup if otel is requested
