I'm not 100% sure what these changes are trying to achieve. You can specify a new local file already with the MQ_ARCHIVE variable. Is this trying to handle case (e.g. on Windows), where you can't bind-mount volumes?

Yes, this changes are to allow users to provide a url to download the mq driver.
MQ_ARCHIVE currently downloads the image from a mounth path.
and current changes download the mq image from the url give
Initially thought of to help Windows users
