Pre-release to share pre-trained character n-gram embeddings

This is a pre-release to publicly share the following file:

jmt_pre-trained_embeddings.tar.gz

This used to be shared with the following URL:

However, the link is no longer valid, and I have decided to share the file here, because it is used in the torchtext library.
