ssloth-browser: bring back DNS server #2394

Description

The DNS server is restored and functions exactly as the original version of this page intended.

safecerthax remains on the proxy for now as it is not set up on the DNS. Merge includes accordingly.

The DNS server for SSLoth is back! (no safecerthax though)
SSLoth-Browser is now using the DNS resolver, thus there is no more
need for this include.
- Proxy -> DNS
- The error code was specific to JPN consoles, and specific to the
  proxy. There aren't exact known instances of this happening back when
  we had the DNS server, so let's remove it for the time being. Can be
  brought back later.
