Which issue does this PR correspond to?
Integration tests sometime fail due to timeouts downloading large packages.
I found an issue here - yarnpkg/yarn#8242 - that suggests upgrading to Yarn V2, which deals with these situations better.
(Also, I needed to update Typescript for a dependency)
How were these changes tested?
I did a full CDK deploy, it works.
