Release-As: 0.17.0

Marked as DO NOT MERGE because ideally we merge an in-flight fix #469 first.

Needed because we're not ready for a 1.0 release. Need at least:

before I'm comfortable calling this a 1.0 library. (Though we still need to be very careful about breaking changes, as pandas does depend on this library.)
