[GEOS-11377] RAT module: allow to reload/recompute the RAT

Needs the following:

• [GEOT-7563] Allow to recompute an image mosaic summary Raster Attribute Table geotools/geotools#4732
• [GEOS-11376] Graduate Raster Attribute Table to extension #7581

Checklist
