Package merged in freedomofpress/securedrop-apt-test#108 , so they'll be on apt-test shortly. The CI run that passed here wasn't using the new version of tor. A conservative approach would be to re-run CI once the package is on apt-test, but I'm just going to merge now, and we can observe the behavior on all future staging runs prior to release.
