First draft of a charter for the Taxonomy working group.

Requires additional input before being ready for wider review.

Added a couple of inline comments. Interested in IP paragraph, I assume this is not material we are creating but material we could be consuming?

I just had a re-read and what I think I was trying to convey here was a way to ensure that anything we do consume has the appropriate licence that allows us to do so such that there can't be claims against our work! All the work we generate ourselves should be covered by the overarching FINOS licence for Open Source use.

I don't know if we need to consider the case where we invent something new (let's say) but which has also been created elsewhere by someone else but was not discoverable or, at least, not discovered by anyone on the project. That's where a potential IP Claim could be made. That's probably one for guidance from FINOS as we can't be the first people to face this issue.

@eddie-knight - I have made a couple of suggestions. Adding the definitions you suggested in issue #174 and updating wording to reflect those definitions.
