Release v0.1

Initial release of EGM and DC-EGM algorithms in Matlab by Fedor Iskhakov.
This is effectively the code that was used in the CEMMAP mater class lecture on EGM in December 2015 and summer short course in Thessaloniki in July 2016. The fully working version of DC-EGM algorithm is added in the fall of 2016. Yet, some bug are likely to have remained.
