Could not establish network communication with server

Server shows up in server browser but not in LAN. When attempting to connect using server browser I get the error:

Could not establish network communication with server

It seem to be an error of the latest headless builds as I have the same even without using docker. I could join my server through the public list but no one else

The solution was to

• host a local game
• invite my friend through steam
• quit the local hosted game
• they can now join through the public server list
