Add __init__.py in ops folder to fix imports

Currently when installing dinov2 with pip install git+https://github.com/facebookresearch/dinov2.git`` the following lines will not work: https://github.com/search?q=repo%3Afacebookresearch%2Fdinov2%20...ops.modules&type=code
This causes issues when running semantic_segmentation.ipynb.

This is because ops/ folder itself is not a module, so that no submodules under it will not be included. Adding an empty __init__.py fixes the issue.
