Summary
Added initial weutil config file for Meru800bia platform. This config file supports reading SCM EEPROM and CHASSIS EEPROM.
Testing
Read EEPROM with the commands
weutil --eeprom SCM --config_file weutil.jsonandweutil --eeprom CHASSIS --config_file weutil.json
