Initial public release

This is the first public release of the Nux processor. There were two previous internal versions and to prevent confusion this release gets number 3.0.

The processor design released here is complete and functional. The internal version 2.0 and the current version 3.0 were taped-out as part of two different neuromorphic prototype chips. The main addition in version 3.0 is a SIMD unit.
