Resolves #952
Recent changes to Roslyn allow changes to AdditionalDocuments to be persisted (Add and Remove AdditionalDocument are still unsupported). This PR updates dotnet format to persist updates to AdditionalDocument and specifically tests the PublicAPI analyzer fixer.
