- create bin/dev script to run both shakapacker and rails server in a single command - make sure it reads from Procfile.dev which is the default file

This PR allows developers to run
bin/devfrom the command line, which in turn starts all the services defined in theProcfile.devlocated at the project's root directory. It checks for the presence ofOvermindand usesForemanas a fallback if not found.
