Just a short PR to add the two basic random functions: RAND and RANDBETWEEN. I used numpy.random module to generate the random numbers so no further dependencies added.

  • tests added / passed
  • passes tox

Edit: No idea why the Python 3.7 build is failing. All other versions work ok. Seems to be an error while installing pyflakes but I didn't touch requirements.txt. Any ideas?
