docs(developers): add section regarding symbolic links on Windows 10/11 to developer's guide

Although Windows is not officially supported (only via WSL), it seems I am not the only one who came across the described issue (see the description in the commit and/or the links below), therefore it might be worth including a section in the developer's guide how to fix the issue.
